SUPI / SUCI / 5G-GUTI — How the 5GC Identifies a UE¶
Learning objectives¶
After reading this chapter, you will be able to:
- Explain SUPI / SUCI / 5G-GUTI by their different purposes: permanent ID, concealed ID and temporary ID
- Explain the internal structure of the SUCI (SUPI Type / Home Network Identifier / Routing Indicator / Protection Scheme Identifier / Home Network Public Key Identifier / Scheme Output) and which parts remain in clear text
- Explain why SUCI→SUPI de-concealment is performed by the SIDF on the UDM side, not by the AMF
- Draw the containment relationship and bit lengths of 5G-GUTI / 5G-S-TMSI / 5G-TMSI
- Check the type of 5GS mobile identity (SUCI / 5G-GUTI, etc.) in Wireshark and troubleshoot cases such as "the UE sent a 5G-GUTI but received an Identity Request"
Prerequisites¶
- Registration (Initial Registration) — the procedure in which the identifiers actually flow
- Authentication — how the SUCI is passed to the AUSF/UDM
- Security — basics of NAS security and SUCI concealment
- Supplementary: Identifier Dictionary (quick lookup) / AMF / UDM
The focus of this chapter (Level ∞ Deep Dive)
This chapter assumes you already know the overview from the Identifier Dictionary and the Security chapter: "SUPI is the permanent ID, SUCI is its concealed form, 5G-GUTI is the temporary ID." Here we go one step further and dig into each identifier's internal structure, who converts it, how it appears in a trace, and how it matters during failures. The GUAMI (the first half of the 5G-GUTI) is covered in the next chapter, GUAMI / AMF Region / Set / Pointer.
Why — why does a UE need three kinds of "names"?¶
Open a 5GC trace and you will find many names that refer to a UE.
If the subscriber's permanent ID (SUPI) were sent as-is over the radio every time, a third party could track "the same subscriber is here again" just by eavesdropping on the radio. This is the subscriber privacy problem, which IMSI catchers (fake base stations) have exploited in 4G and earlier.
On the other hand, the network must reliably identify the subscriber, or it cannot authenticate, charge or deliver incoming calls. To satisfy both "hide it" and "identify it," the 5GC uses three identifiers with different purposes.
| Identifier | Purpose | In a word |
|---|---|---|
| SUPI | Permanently identifies the subscription | Real name |
| SUCI | Conceals the SUPI on the radio interface | Real name in a sealed envelope |
| 5G-GUTI | Temporary ID used after registration | Numbered ticket issued at reception |
Analogy: Think of a hospital. The SUPI is "the real name on your insurance card," the SUCI is "your insurance card inside an envelope that only the hospital headquarters can open," and the 5G-GUTI is "the numbered ticket you get at reception (the counter number + your number)." In the waiting room you are called by your ticket number, and your real name is never called out loud.
What — what the three identifiers really are¶
The overall relationship¶

SUPI -- "UE (USIM/ME) conceals with the HN public key" --> SUCI
SUCI -- "only the SIDF in the UDM de-conceals" --> SUPI
SUPI -. "allocated by the AMF after successful registration (mathematically unrelated to the SUPI)" .-> GUTI
The key point is that the 5G-GUTI is not computed from the SUPI. The SUCI is an encryption of the SUPI (and can be restored to the SUPI), but the 5G-GUTI is a number allocated by the AMF, and its mapping to the SUPI exists only in the AMF's UE context (or, in deployments where AMFs in the same AMF Set share context via a UDSF or similar, in that shared context).
SUPI (Subscription Permanent Identifier)¶
The SUPI is the permanent identifier of a subscription in the 5GS (TS 23.501 §5.9.2, TS 23.003 §2.2A). Note that it refers to the subscription, not the "device." The device (equipment) has a separate identifier, the PEI (Permanent Equipment Identifier, e.g. IMEI) (TS 23.501 §5.9.3).
The SUPI mainly takes one of two forms (TS 23.003 §2.2A).
| SUPI format | Content | Main use |
|---|---|---|
| IMSI | MCC + MNC + MSIN (TS 23.003 §2.1) | Subscribers of ordinary 3GPP public networks |
| NAI (Network Access Identifier) | username@realm format (RFC 7542) |
Network Specific Identifier (e.g. SNPN), GLI/GCI for wireline access (W-5GAN) (TS 23.003 §2.2A, TS 23.501 §5.9.2) |
How the SUPI is written on the SBI
On the SBI (HTTP/2 APIs) inside the 5GC, the SUPI is written as a string with a format prefix, such as imsi-001010000000001 or nai-... (Supi type in TS 29.571 §5.3.2; clause number to be confirmed). It appears in this form in UDM API URIs as well (e.g. /nudm-sdm/v2/{supi}/...), so search for this notation when analyzing SBI logs.
SUCI (Subscription Concealed Identifier)¶
The SUCI is the concealed form of the SUPI (TS 23.501 §5.9.2a, TS 23.003 §2.2B, TS 33.501 §6.12). However, the SUCI is not entirely ciphertext. The parts needed for routing remain in clear text so that the home network can receive and process it.

| Field | Meaning | Notes |
|---|---|---|
| SUPI Type | Format of the original SUPI (IMSI / Network Specific Identifier, etc.) | TS 23.003 §2.2B |
| Home Network Identifier | MCC+MNC for IMSI, realm for NAI | Clear text so the network knows which HPLMN to deliver to |
| Routing Indicator | 1–4 digits. A clue for selecting the AUSF/UDM within the HPLMN | Configured in the USIM; a default value if not configured (TS 23.003 §2.2B) |
| Protection Scheme Identifier | Concealment scheme: null-scheme / Profile A / Profile B | TS 33.501 Annex C |
| Home Network Public Key Identifier | Which HN public key was used | Lets the HN find the right key even after key rotation |
| Scheme Output | The concealed body (ECIES output: UE ephemeral public key + ciphertext + MAC tag) | Not concealed with the null-scheme |
The protection schemes are specified in TS 33.501 Annex C.
| Scheme | Overview | Notes |
|---|---|---|
| null-scheme | No concealment (the MSIN etc. goes into the Scheme Output as-is) | Used e.g. when the HN public key is not provisioned (TS 33.501 §6.12.2; sub-clause to be confirmed) |
| Profile A | ECIES (Curve25519-based) | TS 33.501 Annex C.3 |
| Profile B | ECIES (secp256r1) | TS 33.501 Annex C.3 |
With ECIES the UE generates an ephemeral key pair every time, so the SUCI has a different value every time even for the same SUPI. This is the basis for unlinkability (an eavesdropper cannot link two SUCIs to the same subscriber). The null-scheme does not have this property.
Do not confuse the null-scheme in lab environments with production
Lab setups with open-source 5GCs (Open5GS / free5GC, etc.) and simulators often run with the null-scheme without configuring HN keys. In that case the MSIN appears in clear text in the Scheme Output in Wireshark. This is a configuration choice, not what a SUCI normally looks like. Which scheme is used depends on the operator's USIM/UDM configuration (implementation/operation dependent).
Who turns the SUCI back into the SUPI? — the SIDF¶
The AMF does not de-conceal the SUCI. The home network's SIDF (Subscription Identifier De-concealing Function) does, and the SIDF is positioned as a service provided by the UDM (TS 33.501 §6.12.2).

UDM-->>AUSF: authentication vector + SUPI
Note over AUSF,AMF: The SUPI reaches the AMF
only after successful authentication
AUSF-->>AMF: authentication result + SUPI (after confirmation in 5G AKA)
- Why the AMF does not de-conceal — Distributing the HN private key to AMFs in visited networks (the VPLMN when roaming) would widen the key's exposure too much. Keeping the private key inside the HPLMN's UDM/SIDF means that, when the UE registers with a SUCI, the SUPI is not given even to the visited network until authentication succeeds.
- When the SUPI reaches the AMF — When the UE registers with a SUCI, the AUSF provides the SUPI to the SEAF (AMF) after successful authentication (5G AKA: TS 33.501 §6.1.3.2 / EAP-AKA': §6.1.3.1). When the UE registers with a 5G-GUTI and the new AMF can retrieve the context from the old AMF, the new AMF receives it via the old AMF (TS 23.502 §4.2.2.2.2).
5G-GUTI (5G Globally Unique Temporary Identifier)¶
The 5G-GUTI is a temporary identifier that the AMF allocates to the UE (TS 23.501 §5.9.4, TS 23.003 §2.10.1). Its structure is as follows.
<5G-GUTI> = <GUAMI><5G-TMSI>
<GUAMI> = <MCC><MNC><AMF Identifier>
<AMF Identifier> = <AMF Region ID><AMF Set ID><AMF Pointer>
<5G-S-TMSI> = <AMF Set ID><AMF Pointer><5G-TMSI>
| Element | Length | Role |
|---|---|---|
| MCC / MNC | 3 digits / 2–3 digits | PLMN |
| AMF Region ID | 8 bits | AMF Region |
| AMF Set ID | 10 bits | AMF Set within the Region |
| AMF Pointer | 6 bits | AMF(s) within the Set (one or more) |
| 5G-TMSI | 32 bits | Temporary number pointing to the UE within that AMF |
The bit lengths are specified in TS 23.003 §2.10.1. The first half, the GUAMI, says "which AMF," and the second half, the 5G-TMSI, says "which UE in that AMF." The GUAMI is covered in detail in the next chapter.
5G-S-TMSI — the "short form" for the radio interface¶
The 5G-S-TMSI (48 bits) is a shortened form of the 5G-GUTI without the PLMN and the AMF Region ID (TS 23.501 §5.9.4, TS 23.003 §2.10.1; to be confirmed). It is used when the UE must be identified efficiently over the radio interface, such as in Paging and Service Request. In RRC it is split into ng-5G-S-TMSI-Part1 (39 bits) and Part2 (9 bits) so that it fits into the RRCSetupRequest (TS 38.331 §6.2.2).

When does the 5G-GUTI change?¶
Because the 5G-GUTI is a temporary ID, using the same value for a long time gives trackers a clue. TS 33.501 therefore requires that a new 5G-GUTI be allocated on occasions such as a registration accepted after NAS security is established and a Service Request in response to Paging (TS 33.501 §6.12.3; clause number to be confirmed). Allocation can be done in the Registration Accept and also with the Generic UE Configuration Update procedure (TS 24.501 §5.4.4).
How — how the identifiers change during Registration¶

Call Flow (re-registration: existing 5G-GUTI → context retrieval from the old AMF)¶
When the UE moves to an area managed by a different AMF, the new AMF identifies the old AMF from the GUAMI in the 5G-GUTI and retrieves the UE context (TS 23.502 §4.2.2.2.2).

| 1 | RRCSetupRequest | UE→gNB | ue-Identity (ng-5G-S-TMSI-Part1 or random value) | Presents part of the 5G-S-TMSI if the UE has one (TS 38.331 §6.2.2) |
| 2 | RRCSetupComplete | UE→gNB | ng-5G-S-TMSI-Part2, registeredAMF, etc. | Clues for the gNB's AMF selection (next chapter) |

| 4 | Initial UE Message | gNB→AMF | NAS-PDU, 5G-S-TMSI (optional) | TS 38.413 §8.6.1 |
| 5 | Namf_Communication_UEContextTransfer | New AMF→Old AMF | 5G-GUTI (UE identification) | Retrieves the SUPI, security context, etc. from the old AMF (TS 23.502 §4.2.2.2.2) |
| 6 | Identity Request / Response | AMF⇔UE | Requested identity type (SUCI, etc.) | When the AMF cannot identify the UE (TS 24.501 §5.4.3) |
| 7 | Nausf / Nudm UEAuthentication | AMF→AUSF→UDM | SUCI (or SUPI) | The SIDF restores the SUPI |
| 8 | Registration Accept | AMF→UE | 5G-GUTI | Allocation of a new temporary ID (TS 24.501 §8.2.7) |
| 9 | Registration Complete | UE→AMF | — | Acknowledges receipt of the 5G-GUTI; the AMF stops T3550 (TS 24.501 §5.5.1.2.4) |
Which identifier does the UE include?
In principle, the UE includes a valid 5G-GUTI (or, when moving from EPS, a 5G-GUTI mapped from the 4G GUTI) in the 5GS mobile identity of the Registration Request, and a SUCI if it has none. The PEI may be used for emergency registration; for the order of precedence see TS 24.501 §5.5.1.2.2 (initial) / §5.5.1.3.2 (mobility/periodic). The identifier in the Registration Request is a clue as to whether the UE still holds its previous registration state. Note, however, that a mapped 5G-GUTI points to the old MME, not an old AMF.
Types of the 5GS mobile identity IE¶
The Type of identity in TS 24.501 §9.11.3.4 determines what the IE contains.
| Type of identity | Content |
|---|---|
| No identity | No identifier |
| SUCI | Concealed subscriber ID |
| 5G-GUTI | Temporary ID |
| IMEI / IMEISV | Equipment ID (PEI) |
| 5G-S-TMSI | Shortened temporary ID (Service Request, etc.) |
| MAC address / EUI-64 | For wireline and special accesses |
See the table in the same clause for the coded values (this page does not assert them).

What to look at¶
- Type of identity — SUCI or 5G-GUTI. A clue as to whether this is "effectively initial" or "trying to reuse an existing context" (also check whether the 5G-GUTI is mapped)
- Protection scheme Id — with the null-scheme the MSIN is visible. If the null-scheme appears in a production network, suspect the USIM/UDM key configuration
- Home network public key identifier — whether the UDM has the private key with the same ID (watch for mismatches right after key rotation)
- Routing indicator — used for AUSF/UDM selection. Selection uses either NRF discovery (routingIndicators in the NF profile, TS 29.510; clause to be confirmed) or local configuration, and which one is used is implementation and operation dependent (TS 23.501 §6.3.4 / §6.3.8, to be confirmed). If the value is unexpected, compare it with the NRF registrations or the local configuration in the AMF/AUSF
- The 5G-GUTI in the Registration Accept and whether the Registration Complete follows
Trouble Shooting¶
Do not follow a trace by the SUPI alone¶
In a commercial AMF, following a single identifier will make you lose track partway. Think of the identifiers as two families.

C -. "correlate within the same NGAP message" .-> E
The RAN UE NGAP ID / AMF UE NGAP ID are not subscription identities. They identify UE-associated signalling on N2 (AMF UE NGAP ID: TS 38.413 §9.3.3.1 / RAN UE NGAP ID: §9.3.3.2; to be confirmed) and change with every connection. The standard technique is to start correlating from the moment an identifier in NAS and an NGAP ID appear in the same message (Initial UE Message, etc.).
Failures and how to isolate them¶
| Symptom | Likely cause | Check point | Logs | Packets | Resolution |
|---|---|---|---|---|---|
| UE registered with a 5G-GUTI but receives an Identity Request | Old AMF cannot be identified / old AMF's context already purged / NAS integrity check failure | Whether the GUAMI matches your network's configuration; success of the UEContextTransfer to the old AMF | AMF context transfer logs | nas-5gs (Identity Request), HTTP/2 on N14 |
Check the GUAMI, NRF registration and N14 reachability (to be verified) |
| UE registers with a SUCI but never proceeds to authentication | UDM/SIDF lacks the private key (PKI mismatch) / no AUSF/UDM for the Routing Indicator | Protection scheme Id / HN public key identifier / Routing indicator | AUSF/UDM error logs | nas-5gs, SBI http2 |
Fix the UDM key configuration and the NRF registration or AMF/AUSF local configuration for the Routing Indicator |
| MSIN visible in clear text in production | Operating with the null-scheme | Protection scheme Id | — | nas-5gs |
Provision the HN public key to the USIM (operation dependent) |
| Registration does not complete after Registration Accept | Registration Complete not arriving (radio/UE side) | T3550 retransmissions and expiry | AMF timer logs | nas-5gs (Accept retransmissions) |
Check radio quality and UE implementation; T3550 handling is in TS 24.501 §5.5.1.2.8 (abnormal cases, to be confirmed) |
| The same UE looks like different people in logs | Searching by the SUCI (which changes every time) | Whether you normalize to the SUPI before searching | AMF/UDM logs | — | Search across by the SUPI or the vendor's internal ID |
Boundary between 3GPP specifications and vendor implementations¶
| Defined by 3GPP | Decided by vendors / operations |
|---|---|
| Formats of SUPI / SUCI / 5G-GUTI / 5G-S-TMSI / 5G-TMSI | CLIs such as show subscriber supi ... |
| SUCI protection schemes (null / Profile A / B) | Which scheme to adopt; HN key management and rotation |
| That the SIDF belongs to the UDM | How the SIDF is implemented (e.g. with an HSM) |
| Identity procedure and triggers for 5G-GUTI reallocation | 5G-TMSI numbering logic; context purge timing |
| The 5GS mobile identity IE in NAS | Internal subscriber-id; UE context DB structure |
When analyzing a commercial AMF, it is important to be able to map 3GPP identity ⇔ the vendor's internal UE context ⇔ NGAP UE IDs.

Granularity of clause numbers
The sub-clauses marked to be confirmed in the text (the temporary-identifier clause under TS 33.501 §6.12, where the 5G-S-TMSI is defined, etc.) may be numbered differently depending on the version. When citing precisely, check the original text of the target Release.
Summary¶
- SUPI = permanent ID of the subscription, SUCI = radio-concealed form of the SUPI, 5G-GUTI = temporary ID after registration. Each has a different purpose
- The SUCI is not entirely ciphertext: the Home Network Identifier / Routing Indicator / Scheme ID / PKI are in clear text, and only the Scheme Output is concealed
- Only the SIDF in the UDM de-conceals SUCI→SUPI. When the UE registers with a SUCI, the serving AMF receives the SUPI after the AUSF confirms successful authentication (TS 33.501 §6.1.3.2 / §6.1.3.1). When it registers with a 5G-GUTI and the context is retrieved from the old AMF, it is received via the old AMF (TS 23.502 §4.2.2.2.2)
- 5G-GUTI = GUAMI + 5G-TMSI. The 5G-GUTI is not computed from the SUPI; the mapping exists only in the AMF's context (or the UE context shared within the AMF Set)
- Whether the 5GS mobile identity in the Registration Request is a SUCI or a 5G-GUTI tells you the UE's state and the subsequent flow (context transfer / Identity Request)
Comprehension check¶
Q1. Which identifier lets the home network identify the subscriber without exposing the SUPI on the radio interface during Initial Registration? A. RAN UE NGAP ID / B. SUCI / C. 5G-TMSI / D. AMF UE NGAP ID
Answer: B. SUCI. The RAN UE NGAP ID / AMF UE NGAP ID identify UE-associated signalling on N2 and are not subscriber IDs. The 5G-TMSI is a temporary number that forms part of the 5G-GUTI and is not a means for the home network to identify the subscriber.
Q2. List the parts of the SUCI that remain in clear text on the radio interface and the part that is concealed, and explain why some parts are left in clear text.
Clear text: SUPI Type, Home Network Identifier (MCC+MNC, etc.), Routing Indicator, Protection Scheme Identifier, Home Network Public Key Identifier. Concealed: Scheme Output (the MSIN part for IMSI). The clear-text parts are needed so that the network knows which HPLMN and which AUSF/UDM to deliver to, and which key and scheme to use for de-concealment.
Q3. What are the advantages of a design in which the AMF does not de-conceal the SUCI itself?
The HN private key can be kept inside the HPLMN's UDM (SIDF), minimizing its distribution, including to AMFs in visited networks. Also, when the UE registers with a SUCI, the SUPI is given to the serving network's AMF only after successful authentication, so the permanent ID does not reach the serving network while the UE is still unauthenticated (TS 33.501 §6.1.3.2 / §6.1.3.1).
Q4. The UE sent a Registration Request with a 5G-GUTI, but the AMF returned an Identity Request. Give three possible causes.
Examples: (1) the old AMF indicated by the GUAMI in the 5G-GUTI cannot be identified or reached; (2) the old AMF has already deleted (purged) the UE context; (3) the NAS integrity check failed, so the old context cannot be trusted. In each case the AMF cannot determine the SUPI, so it requests a SUCI and falls back to a flow equivalent to initial registration (TS 23.502 §4.2.2.2.2, TS 24.501 §5.4.3).
Next Step¶
- Break down the first half of the 5G-GUTI, the GUAMI, and learn about AMF Region / AMF Set / AMF Pointer and AMF selection → GUAMI / AMF Region / Set / Pointer
- Go back to the whole procedure in which the identifiers flow → Registration
- Context transfer between old and new AMFs → N14 / Mobility Registration Update
- Quick lookup of terms → Identifier Dictionary
